'Based on our review, we have not changed our conclusions that we expressed in July with respect to Secretary Clinton.'Comey made a statement in July that Clinton had not broken any laws when she mishandled her emails by sending them through a private server. Despite the emergence of new emails, that decision has been upheld. Presidential candidate Donald Trump has seen a resurgence in popularity in the time since Comey's first letter to Congress, suggesting that the re-emerging mystery around Clinton's emails was a worry for voters.
