Theresa May has delivered a speech on the housing crisis in front of an unusual fake brick background.
She promised to get tough with property developers who sit on planning permissions, warning they could be penalised in future bids.
May said young people are "right to be angry" at not being able to buy their own home.
Labour said the measures were feeble and inadequate.
"This housing crisis is made in Downing Street," said shadow housing minister John Healey. "It's time the Tories changed course, and backed Labour's long-term plan to build the genuinely affordable homes."
