Already offered to West Ham this summer as a potential make-weight for Declan Rice, it is thought that Pep Guardiola is willing to part with Phillips ahead of the upcoming season.
According to Sky Sports, Phillips finds himself as a serious candidate to take over from both Henderson and Fabinho, with Bayern Munich's Ryan Gravenberch and Southampton's Romeo Lavia the other muted targets.
