Andrew, now 53, was seriously injured at Hillsborough and has been confined to a wheelchair ever since.
The report explains how Andrew's chest was crushed as he attended the FA Cup semi-final in 1989 as a 22-year-old. His brain was deprived of oxygen and he was put on a life support machine and given little chance of surviving more than a day.
He continues to live with his parents in the family home, 30 years on.
