But Djokovic showed why he has been at the top for so long and survived the scare to recover and win the next three sets 6-3, 6-2, 6-4 to reach a 32nd major final in his career.
Such was his dominance in the second half of the tie, Djokovic won nine of the next 12 games when the second set was tied at 3-3 to go two sets to one up.
Djokovic has yet to lose at Wimbledon since being beaten in the quarter-finals in 2017 and the efforts of Norrie should not go unnoticed, as he went to within one match of becoming the first Brit to win the title since Sir Andy Murray in 2016.
The Serbian's victory means he will now bid to secure his 21st Grand Slam title as he takes on larger-than-life figure Nick Kyrgios on Sunday.
Kyrgios was given an automatic bye to the final after his opponent Rafael Nadal pulled out due to an abdominal injury he suffered during his quarter-final win against Taylor Fritz.
Nadal had played through the injury and managed to secure the win against the American, but decided he couldn't continue any further in the tournament.
