Woman arrested for murder after inmate dies following visitation kiss

A woman in the US has been charged with second-degree murder after an inmate she kissed during a prison visit died.

Rachel Dollard visited the Turney Center Industrial Complex prison in Only, Tennessee, to see Joshua Brown, who was serving time for drug-related charges. During her visit in February, Dollard was seen kissing Brown, who later died at a local hospital.

It was announced on Tuesday, August 16, that Dollard was arrested for second-degree murder and the introduction of contraband into a penal facility.

According to the statement issued by the Tennessee Department of Correction, Dollar was “observed passing drugs” to Brown when they kissed. Half an ounce of methamphetamine was passed to Brown in a balloon pellet that then burst inside him and caused a fatal overdose.

His sentence was to end in 2029.

Tennessee Department of Correction special agents and the Dickson County Sheriff’s Department arrested the woman over the weekend. She is now being held at Hickman County Jail.

“Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our facilities,” said David Imhof, Director of the TDOC’s Office of Investigations and Conduct, adding that the situation demonstrates “the real dangers of introducing contraband into prisons.”

The state is now installing body scanners in its facilities alongside already implemented measures, including pat searches, vehicle and cell searches, and drug detection dogs.
