The FBI arrested McGarity upon landing. He claimed to have asked permission before dropping his draws. The woman had allegedly thrown her hands up and declared, "it really doesn't matter."
He also thought the exchange was "kind of kinky," reported KOMO.
A spokesman for Southwest said: "The situation was reported to crew members while in flight, and the Captain contacted law enforcement to meet the aircraft upon arrival.
"We immediately placed the passenger on our No-Fly List, resulting in a lifetime ban from traveling on Southwest."
McGarity has been charged with lewd, indecent, or obscene acts on an aircraft.
