The long-awaited report had been delayed until the Metropolitan Police completed their separate investigation into events, which concluded last week and saw a total of 83 people issued with 126 fixed-penalty notices.
The prime minister, alongside his wife Carrie and Chancellor Rishi Sunak received just one fine - for an indoor gathering that took place on Johnson's 56th birthday in June 2020.
On Monday, four photographs from one of the alleged rule-breaking parties were obtained by ITV News.
The leaked photographs show the Prime Minister laughing and drinking on the Downing Street estate during lockdown, at an event understood to have been arranged as a leaving party for former Director of Communications Lee Cain.
The images show Johnson on 13th November 2020 surrounded by food, drink and a group of people.
