Reform shifts focus to employers

Reform UK will fine firms 10% of their global revenues and imprison bosses who employ illegal migrant workers under a new policy dubbed the ‘Deliveroo Law’.

Nigel Farage’s party says employers would be held responsible even if they were unaware of a worker’s immigration status, in a policy set out by home affairs spokesman Zia Yusuf.

What the ‘Deliveroo Law’ would actually change

Under current legislation, businesses that employ someone without carrying out the correct right-to-work checks face fines of up to £60,000 for each illegal worker.

Reform’s plan comes after a government crackdown on illegal working in the delivery sector: the Home Office announced in July it had arrested 10 Evri workers who were on immigration bail. Figures published in January showed illegal-working visits reached 12,791 in 2025, up 57% on the previous year, as the Guardian reported.

“Under a Reform government, Britain will have the harshest penalties in the world for employing illegal migrants,” Yusuf said. “Bosses of companies employing illegal migrants will be sent to prison, and their companies fined 10% of their global revenues. There are companies whose entire business model is based on profiting from illegal working.”

Deliveroo has hit back at Reform for using its name, saying it has “led the industry” in tackling illegal working with right-to-work checks and multiple daily identity checks, and accusing the party of citing out-of-date data.
