Joe Hart will start in goal, behind a defence of Kyle Walker, Chris Smalling, Gary Cahill and Danny Rose.
Eric Dier will anchor the midfield, Dele Alli also gets the nod, with forward and captain Wayne Rooney also playing in midfield.
Raheem Sterling will play wide-left, Adam Lallana on the right and Harry Kane as the sole striker. Kane won the Golden Boot in the Premier League and appears to be Roy Hodgson's first choice to lead the line for The Three Lions.
Meanwhile, Vardy is "eighty percent" sure he will reject a move to Arsenal and stay at Leicester after the tournament, according to The Evening Standard.
England make their bow in the tournament on Saturday, with the game against Russia kicking off at 8pm in Marseille's Stade Velodrome.
