It seems that Usada are overcompensating following the controversy over Brock Lesnar's drug test exemption.

Athletes coming out of retirement must make themselves available for drug testing in the four months prior to their return under the terms of the promotion's anti-doping policy. However, because of how close the deal was struck between the WWE, Lesnar and the UFC to their landmark event in July, the promotion granted him an exemption from the rule. But the waiver doesn't mean that Lesnar isn't being tested before his date with the Samoan knockout monster. Quite the contrary. This week alone, the former UFC heavyweight champion has been tested five times, more than twice any other athlete during that period.
