Newcastle United want him on loan but Everton would prefer cash for a January transfer. The Toffees are lining up a move of their own for Morgan Schneiderlin and could do with the additional funds.
At present, Everton have bid a reported £19m for the Manchester United and France midfielder. The bid has been rejected and West Brom, who bid £18m, are considering another run at Schneiderlin.
With Cleverley's wages estimated to be £2.1m per season, Everton could also do with getting him off their books to free up space for Schneiderlin.
The 27-year-old is on an estimated weekly wage of £100,000. He has made seven appearances for United this season but has only two starts [in the Europa League].
