Should Thomas Tuchel's men be drawn against a fellow English side - Liverpool or Manchester City - the tie could take place under the licence the Government granted.
However, following EU sanctions imposed on Abramovich, clarity would be required about the impact of them if Chelsea draw Real Madrid, Atletico Madrid, Villarreal, Bayern Munich or Benfica.
If the London club were unable to travel to Spain, Germany or Portugal for the away leg of the tie, Uefa would need to chose whether to change the venue, postpone it, scrap the fixture or award a walkover to their opponents.
Another potential option could be to allow fans to attend the quarter-final home leg, but ensure that any ticket revenue is given to Uefa or to charity.
The first legs of the quarter-final are scheduled for April 5 and 6. At the moment, only Chelsea fans who already purchased tickets - or possess a season ticket - are allowed to attend matches at Stamford Bridge.
However, season tickets do not cover cup competitions, so it is unlikely that any Chelsea supporters would be permitted to attend under the current restrictions.
