The loan move from Manchester City does not include a buy option clause. It is expected the move will be finalised by the end of today.
The 28-year-old impressed during his time at Leeds United and enjoyed spells with Gareth Southgateâs England squad.
However, since moving to City two years ago, he has struggled for form, starting just six games for the Premier League giants.
The midfielder went on loan to West Ham in January of this year but made just 10 appearances for the Hammers, failing to make an impact.
He got sent off in West Hamâs game against Nottingham Forest and his frustrations at club level have led to him being dropped from the England side.
Meanwhile, Ipswich have made seven signings since returning to the Premier League and after discussions with Kieran McKenna and chairman Mark Ashton, Phillips is said to be impressed with the project.
Phillips turned down interest from other Premier League sides, including from Everton and Fulham, to join Ipswich. There was also interest from abroad but Phillips made it clear he wanted to stay in England.
City are understood to still be paying a portion of his wages.
Ipswich have so far signed Omari Hutchinson, Ben Johnson, Jacob Greaves, Liam Delap, Arijanet Muric and Conor Townsend.
They remain interested in midfielder Jens Cajuste who they hope to sign on loan from Napoli.
They begin their Premier League campaign at home to Liverpool on Saturday.
