Kevin Phillips blamed his behaviour on stress and a medical condition

A Police community support (PCSO) officer who went viral after being caught pleasuring himself on a park bench while on duty has been fined £500.

Kevin Phillips was filmed by a member of the public viewing material on his phone in Dog Kennel Hill Park in East Dulwich in March.

The 56-year-old, who has since resigned from the Metropolitan Police where he was attached to its roads and transport policing command, admitted one count of outraging public decency when he appeared at Croydon Magistrates Court earlier this year.

Phillips blamed his behaviour on stress and a medical condition, the court heard in April.

He appeared at Croydon Crown Court on Thursday and was handed a £500 fine.

The video, which was circulated widely on social media, showed Phillips pleasuring himself while looking at his phone. He was in uniform, with his hat beside him.

At the time of the incident, the Met said it was “absolutely horrified and saddened” after being alerted to the video on Twitter with the poster asking the force to explain why one of  “your officers (is) having a wank in the park?”

Commander Kyle Gordon, who is in charge of the Met’s Roads and Transport Policing Command, said at the time: “I know that everyone will be absolutely shocked by this video. I am absolutely horrified and saddened by incidents such as this, as are all decent officers and staff. They are contrary to everything we stand for.”
