Regardless of the reason, one of the most popular Game of Thrones fansites, Talking Thrones, have a very definitive take on where the chains came from.
After being asked about their origin, they used a close-up image of Viserion on the frozen lake as proof that the chains were originally there to begin with.
As you can see below, they're not entierly wrong because the chains are visible at the forefront of the image.

Granted, those chains at the foreground appear to be very close but for the case of perspective, it's worth remembering that we've been told that Dany's dragons are now the size of 747 jumbo jets.

Regarding this wooden structure/dock that the chains are attached to, images from that episode show that this is the case.
The depth of perception makes it harder to see and the scale/weight is still off, but as Viserion is plucked from the water, it's clear that there's no other wooden planks, sticks or boards near the dragon.
While this isn't exactly definitive, it's the closest thing that fans might get to a 'rational' explanation as to why those chains appeared. Bottom line, there were chains in the vicinity.
FYI, we're still hoping that the greenser theory is the reason why, but this might be more plausible. Until it's definitively answered, we'll keep on wondering.
Anyways, we're still terrified that the Night King has a dragon!
