L'Équipe have reported that Chelsea sent through unsigned documents to the French club twice , delaying the relevant paperwork being completed in time after initially sending the wrong form.
PSG have been left frustrated by the outcome of what happened, labelling it as a 'class A circus' while other reports in France have said that Chelsea were being 'greedy' in their demands for the winger.
The 29-year-old has only featured 10 times in the Premier League for Graham Potter's side this season and was hoping to end his torrid time at Stamford Bridge.
