The German has until Friday to respond to the charges but could face a touchline ban. During a TalkSPORT debate to discuss immediate punishments for misbehaviour on the touchline, one idea suggested included removing a player from the pitch every time a manager was given a red card.
Former Liverpool midfielder Murphy, who was in the studio, was one of those to agree with the ideas.
He said: "Some of these ideas are preposterous at times but this one really isn't because it impacts the game there and then, it punishes the behaviour and it would nip it in the bud.
"They couldn't do it with the captain as someone suggested because they would just give someone less important the armband.
"I think if you brought that rule in overnight, managers' behaviour would change more dramatically than anything else you've seen in football.
Fans were left divided by the idea, with some on board and others totally against it.
"Not a bad idea, it punishes the team at the time rather than fine or suspension," one person wrote.
