They will replace the injured Luke Shaw and Raheem Sterling. Shaw played well on his return to the England squad after 16 months away from the national team set-up, but was left unconscious when he clashed with Dani Carvajal and was subsequently stretchered off before being X-rayed. Gray will take the place of Sterling, who withdrew from the squad before the UEFA Nations League game against Spain with a 'back problem'. Given England's current options in the wide attacking positions and at left-back, it is hard to argue against the decision to give the pair the opportunity to showcase their ability in the senior squad, having shone in the U21s.
