Keir Starmer will address the nation this morning in his first speech since he announced his resignation.
It comes after Starmer gave an emotional speech last week in which he confirmed he would be stepping down as Labour leader.
Starmer said he had asked “whether I am best placed to lead us into the next general election.”
He said he had heard the answer of his party and “accepts it with good grace,” before confirming he was resigning as the leader of the Labour Party.
A new leader will be in place before parliament returns in September, he said.
And this leader is very likely to be Makerfield MP and former Manchester Mayor Andy Burnham.
Currently, Burnham is the only person putting his name forward for the Labour premiership, meaning he could be prime minister by the end of July.
Starmer is set to address the nation today as he announces the long-delayed defence investment plan (DIP).
In one of his final acts as prime minister, Starmer will unveil the plan which he says will keep Britain "safe and secure long into the future".
The Ministry of Defence said the defence investment plan (DIP) includes £5bn worth of investment to increase the armed forces' use of drones and autonomous weapons.
The investment plan will see billions of pounds pumped into the military to help rearm and replace it.
While it is thought the military is set to receive up to £15bn in funding, this is still believed to be short of the tens of billions of pounds of extra funding that military insiders say would be needed if Britain got into a conflict with Russia by 2030 - a yardstick used by Keir Starmer.
The MoD has given some details of the plan:
| Military Branch / Initiative | Financial Investment | Timeline / Status | Key Deliverables & Strategic Objectives |
| Total Drone Investment (Integrated Force) | £5 Billion | Over 4 years | Largest-ever drone investment to establish an "integrated force" across all military branches. |
| Royal Navy ("Hybrid Navy") | Included in global budget (plus funding for 6 new warships) | Immediate / Ongoing | Integration of self-controlled vessels and AI alongside traditional warships and aircraft; construction of 6 new warships. |
| British Army | £50 Million | Immediate / Ongoing | Dedicated funding to procure advanced drones and accelerate the development of uncrewed vehicles. |
| Royal Air Force (RAF) | Included in global budget | Deploying 2026 | Development of autonomous fighter jets and official roll-out of the uncrewed electronic warfare drone system. |
| Swindon Drone Testing Centre | Part of DIP (Defence Innovation Plan) | Opened March 2026 | Establishment of Europe’s largest drone testing centre to test and validate autonomous military technology. |
| Autonomous Tech Task Force | Part of DIP | Active | Creation of a specialized task force dedicated to rapid research and development of autonomous defence technologies. |
