London was the only area surveyed in the country that said it would blame the government more than the public - 43% to 39% respectively.
Labour voters were exceedingly more likely to blame the government than the public - 61% to 28% - while Conservative voters were far more likely to blame the public than the government - 75% to 7% respectively.
When broken up by age, every category was more likely to blame the public, with particularly heavy representation in the 65+ category, where 72% said they would blame the public.
The government has been heavily criticised in the press for its handling of coronavirus, with some accusing Boris Johnson's government of sending out mixed messages over what the public could and could not do in order to prevent the spread of the disease.
For the month of July, the United Kingdom recorded significantly more deaths from COVID-19 than any other EU nation; 2,242 deaths compared with Romania, the next closest nation, who recorded 670 deaths.
