Police have confirmed the Ballygowan Road deaths and named Joseph Hobbs, 23, and Mark Glover, 38, as the men killed in Friday's workplace incident near Crossnacreevy.
Officers named the two men on Saturday, a day after responding to a workplace incident on the Ballygowan Road. Hobbs came from Comber, while Glover lived in Ballygowan.
Paramedics reached the County Down road at around 10:45 BST on Friday and treated both men at the scene, but neither survived, according to BBC News NI.
Police said their sympathies remain "with all those affected by this tragic incident".
Officers are now working alongside Northern Ireland's Health and Safety Executive to establish what happened.
DUP MP Gavin Robinson said his thoughts were with the men's families and loved ones "at this devastating time".
Alliance MLA Peter McReynolds called it "an absolutely heartbreaking incident" and sent his sympathy to the families and emergency crews involved.
